I am a newbie to mailgraph. got it working a couple of
weeks ago on a freebsd box with (much appreciated!)
help from this list and from the freebsd port
maintainer.

the install in freebsd seems similar to yours:
- /var/log/maillog
- ,cgi-bin directory in /tmp/mailgraph

and it works.

here are a couple of pointers, maybe they help ?

1. what is the permission of /var/log/maillog and to
which user/group is it assigned?

in FreeBSD I had to edit the appropriate line in
/etc/newsyslog.conf so that when the file is rotated
the new, empty file is accessible to the user running
mailgraph.

2. what is the content of /tmp/mailgraph/,cgi-bin/ ?
are there png files in there or not ?

regards
Yuv
